The Regular Meeting of the Hartwick Town Board called to order at 6:35 p.m. The Pledge to the Flag was led by Supervisor, David Butler.

MOTION: Councilwoman Briggs Jones moved to approve Abstract 6 and prepaid bills for the month ending June 30, 2012 in the amount of $267,595.96 from the following funds:

MOTION: Councilwoman Sharratt moved to approve Town Clerk's Report for May 2012 showing income of $1,175.00, with Town's portion being $153.51. Councilwoman Jones seconded, and the motion passed with the following votes: Supervisor Butler "aye", Councilwoman Briggs Jones "aye", Councilman Hotaling "aye", Councilman Field "aye", and Councilwoman Sharratt "aye".
MOTION: Councilman Hotaling moved to approve Town Justice Report for May 2012 with reported income totaling $1,975.00. Highway Superintendent, Rusty Striesse, Report:
- Working with Mike Basile and MacGooey on Bice Road subdivision road requirements.
- Narrow Band radios are required as of 2013. Motorolla offers 10 radios with trade in for $8,904.00. Tri County offers 8 radios for $9,812.00. Lynn Green to contact REA regarding required tower lease.
Administrative Assistant, Tavis Austin's Report
- 107 Towers Road complaint has been deemed unfounded.
- Proctor garbage complaint has been turned over to the County.
- 313 Brunner Road has been inspected by local Health Officer, Lee Robbins, MD. Dr. Robbins has found no issues at 313 Brunner Road.
- Worked with Gloria Waro, Liz Rickard, and Carolyn Lewis to complete a grant request for $700,000.00 - CFA Application. Matching funds are used. Areas the grant could help revitalize include: sidewalks, façade improvements, beautification projects, park/playground, pavilion, and downtown rehabilitation. The idea of having a competition where locals could submit suggestions for the naming of the park was discussed.
- WLB training is scheduled for June 18 and 20. Each session will last approximately 4 hours. Doris Schlee is manually trying to figure out accurate figures.
- Waiting on an estimate from JMB (Basile) for alternate heating solution at the Community Center.
- Lock conversions are complete at the Community Center and Library.
- Trail around Kallan Field has been mowed. Discussion entered regarding incorporating Kallan Field into the park. Attorney Green advised against this move due to CYB lease arrangements. Signs may be put up but area should be designated as Municipal property.
- Pressure washer needs repairs totaling approximately $300.00.
- Push mower is currently being repaired.
- Discussion on the use of FD#2 decommissioned Bronco for Maintenance vehicle until new vehicle arrives. Mr. Bard is doing his best to begin some maintenance in the cemeteries; however, the use of personal vehicle is still an issue.
- June 8, 2012 it was reported by the Maintenance Department a RV has been using the area by the hatchery building to camp. The individual was asked to move along. Further inspection of the area revealed the hatchery building was not locked. Concerns for items missing were discussed. It was decided the police will be called if individual returns to camp at the park.
Cooperstown Youth Baseball (CYB)
- Attorney Green presented the Town Board and CYB President, David Borgstrom, MD with a draft lease agreement for property located at Kallan Field. All concerned parties agreed to lease and signed the contract.
- Ground breaking ceremony will be held on July 11, 2012 at 6:30 p.m.
- Tavis Austin, Supervisor Butler, and Dr. Borgstrom will work together to prepare a press release. The press release will appear in papers approximately 1 week prior to the event.
- Attorney Green outlined the requirements of permissive referendum for the lease of Kallan Field. Insurance requirements were also discussed.
Kallan Field Hay Bid - Opening
- Clerk McGuire read the bid announcement as it appeared The Daily Star on March 17, 2012.
- One sealed bid has been received. Supervisor Butler opened the bid from Jack Thorn for a sum of $400.00.
MOTION: Councilman Field moved to accept Jack Thorn's hay bid for $400.00. Councilman Hotaling seconded, and the motion passed with the following votes: Supervisor Butler "aye", Councilwoman Briggs Jones "aye", Councilman Field "aye", Councilman Hotaling "aye", and Councilwoman Sharratt "aye".
Supervisor, David Butler, Report:
- Financing of Highway building project was discussed.
- Clegg drainage was discussed. Currently waiting on response from Ron Clegg after communication from Department of Environmental Conservation.
- Financing of West Hill Culvert was discussed.
- Kallan Field Hatchery Building options were discussed.
Floor opened for Public Comment
- Ms. Gloria Waro suggested the Hartwick Historical Association be involved in the refurbishing of the Hatchery Building. Ms. Waro agreed to approach the Historical Association to see what they may be able to offer to help preserve the building. Ms. Waro asked the Town Board to think about the building over the next month and accumulate ideas on different options for the structure.
- Ms. Waro notified the Town Board of the Hartwick Historical Association's Upcoming Ice Cream Social. The use of the Community Center for the Event was discussed. The tentative date for the event is July 14, 2012.
MOTION: Councilman Field moved to close the Regular Town Board meeting at 8:45 p.m. Councilwoman Sharratt seconded, and the motion passed with the following votes: Supervisor Butler "aye", Councilwoman Briggs Jones "aye", Councilman Hotaling "aye", and Councilwoman Sharratt "aye".
