The Special Meeting of the Hartwick Town Board called to order at 7:00 p.m. The Pledge to the Flag was led by Councilman Kenneth Hotaling.
Present: Supervisor David Butler, Councilwoman Anita Briggs Jones, Councilman Delos Field, and Councilman Kenneth Hotaling
Absent: Councilwoman Julianne Sharratt
Also present: Town Justice, Orrin Higgins and others from the community.

- The Town Board reviewed and discussed Resolution 7-A-2012 Cooperstown Youth Baseball Lease.

Resolution 7-A-2012
Cooperstown Youth Baseball Lease
WHEREAS the Town of Hartwick has acquired certain land to provide space for a recreation area for the youth and town's people, and
WHEREAS the proposed use by Cooperstown Youth Baseball, is within the plan discussed by the Town for use of the acreage, and
WHEREAS the children of the Town of Hartwick actively participate in the activites of Cooperstown Youth Baseball, and
WHEREAS Cooperstown Youth Baseball will construct and maintain said facility during the time frame of the lease, it is
RESOLVED that the lease of the acreage described in the survey attached to this resolution is approved and it is further,
RESOLVED that said lease shall be for twenty five (25) years with two ten (10) year renewals and it is further,
RESOLVED the Supervisor of the Town of Hartwick is authorized to sign said lease.
This Resolution will take effect thirty (30) days from passage.
MOTION: Councilman Hotaling moved to accept Resolution 7-A-2012 Cooperstown Youth Baseball Lease. Councilwoman Briggs Jones seconded, and the Resolution passed with the following votes: Supervisor Butler "aye", Councilwoman Briggs Jones "aye", Councilman Field "aye", and Councilman Hotaling "aye".
- Councilwoman Briggs Jones asked of the status of the Sign Law Update. It was relayed to those present; Councilwoman Sharratt and Attorney Green are currently working on the document.
New Business
- The Board discussed burn barrel use in the Town of Hartwick. A resident reported burning taking place on Pleasant Valley Road as well as County Route 45.
- Councilman Hotaling reported a burn barrel in use near his home on County Highway 11 regularly. He cannot identify the location.
- The Board discussed the use of ACE Hardware for purchases. It was suggested the Town use other suppliers who offer a cheaper rate on products.
Public Comment
- A resident asked why the Town should have to go through the process of passing the Cooperstown Youth Baseball Lease Resolution again. It was expressed Attorney Green should have known the rules of Permissive Referendum. Concerns were discussed regarding the validity of the lease if the problem with the Resolution had not been discovered and corrected.
MOTION: Councilman Hotaling moved to close the Special Town Board meeting at 7:30 p.m. Councilman Field seconded, and the motion passed with the following votes: Supervisor Butler "aye", Councilwoman Briggs Jones "aye", Councilman Field "aye", and Councilman Hotaling "aye".
