June 3, 2008 Meeting Minutes

 

Call to order 7 p.m.  Pledge of Allegiance.

Attendance: Board Members: F. Thering, T. Schlesier, V. Rozella, G. Horth, A. Ford, P. Ingalls, A. Thomas.  Others: N. McManus, Z. Hart, P. Ryan.

 

Minutes of Last Meeting- A. Thomas made a motion to approve the minutes as written with corrections.  V. Rozella seconded.  Motion carried.  Corrected minutes on file.

 

Correspondence:

Letter from Hartwick Town Clerk regarding request from resident regarding hot dog vending sign.  Discussion of jurisdiction, need for NYS DOH permit and question of location.  Members decided to send a letter to the Town Board asking them to review and give the Planning Board direction to go with this type of business.  Z. Hart to call Coulman for more information.

 

Letter from Army Corp of Engineers regarding the Brockman Rentals project and the spot of wet lands.

 

Letter from NYS DEC regarding Mined Land ReClaim and coordinated review.  A. Thomas made a motion to write a letter to NYS DEC of the PB concern not to be involved in the coordinated review.  A. Ford seconded.

 

Public Comment

F. Thering stated that the land next to his, owned by Hal Carius and currently planned to subdivide and the road that Carius has built to serve the subdivision will be a hazard when it snows, and the run off will enter County Route 11, and the road should not have been allowed.

 

Sign Application

Sal Furnari of Hartwick Pines project has submitted a sign application with a change in name for the project.  The new Chalet Village two sided sign is proposed to be 25 ft from the road.  P. Ingalls asked if the sign will be too far back to be seen and will it be near the drive.  Answer - 50 ft off the drive.  The Peak of the sign will be 10 to 11 ft high.  A. Thomas made a motion to approve the sign application as submitted with the condition that the sign be lighted with two soft lights and lighted for 24 hours.  V. Rozella seconded.  Motion carried.

 

Marcy Birch of Barnyard Swing has submitted a sign application for an additional sign to be installed on the front of the barn.  Members commented on how nice, classy the sign appeared.  V. Rozella suggested lights illuminating the new sign be facing down and not up, as there is less breakage or need to be sealed.  P. Ingalls suggested the sign be large enough to be seen from the road.  Marcy Birch stated they will be keeping the current sign and this will be an addition.  V. Rozella made a motion to approve the sign application as submitted.  T. Schlesier seconded.  Motion carried.

Hartwick Seminary Site -

A. Thomas has written a letter on behalf of the PB to the Lutheran Church.  Discussion of possible uses, jurisdiction.  There is a State marker.  Members question the qualification of a National Site.  Discussion of interest from the National Lutheran Church.  Copies of letter to be send to Senator Seward, Assemblyman McGee, Lutheran Church on Rte 28, the National Lutheran Church and Hartwick College.  P. Ingalls made a motion to send the letter as written.  A. Ford seconded.  Motion carried.

 

Planning Board Letter to NYS DOT

This is the second letter to be sent requesting the directional signs, speed limits, etc.  Members discussed ways to simplify the letter so as not to be ignored, setting the speed limits, and how to garner support.

 

Kenny Minor Subdivision -

P. Ingalls presented a verbal application to subdivide the property adjacent to Brockman's property on Route 28 and of the old Kenny farm.  V. Rozella made a motion to approve the application to subdivide the parcel Tax Map #162.00-1-33.01 into one parcel of approximately 13 +/- acres and the other parcel of approximately 40 +/- acres.  T. Schlesier seconded.  Motion carried.

 

Temporary Housing Discussion-

V. Rozella proposed a per room acreage rule.  Discussion of rentals/market/use.  V. Rozella stated the Town needs a stop gap in the law to stop the potential 400 room hotel.  He suggested this would slow growth.  Marcy Birch stated that the Tourism Task Force just finished a study and findings show the number of kids declines over the next several years.  That the decrease population of kids that age and the loss of family discretionary income will have a large impact to the area.  Discussion of the larger picture, legalities and whether zoning can assist with problem.

 

A. Ford asked N. McManus to look into the Golf Pro Shop and all the banners, spinners.

 

Pat Ryan reported that she will restructure the Comprehensive Plan Committee with fifteen members consisting of one Planning Board member, one Town Board Member and thirteen community members.  She asked the Planning Board to form a committee to work on the sign ordinance.

 

N. McManus suggested that along with the comprehensive plan the Town adopt a density plan.
