Of The March 1, 2011: Regular Meeting of

Town of Hartwick Planning Board

Call to order 7 p.m.

Pledge of Allegiance

Attendance:

Board Members: G. Horth; V. Rozella; Sue Bush; T. Schleiser; F. Thering (absent); A. Briggs, A. Thomas

Alternate PB Member(s):  Glenn Schilling (absent); Margaret Kennedy (present/voting)

Public: William Green; Nate Ingalls

Minutes of Last Meeting: 

S. Bush, made a motion to approve the January 4, 2011 minutes as submitted.  T. Schleiser, seconded.  Vote:  (7, 0, 0).  Motion carried.

Public Comment: None.

Public Hearing(s):  None scheduled.

Regular Agenda:

Simple Split:

•1.     Brookwood School (William Green)- application submitted at the meeting

W. Green reviewed the proposed simple split.  The Board reviewed the parameters for a Simple Split.  V. Rozella made a motion stating that the proposed project did meet the criteria of a Simple Split and to recommend signature of the Plat. T. Schleiser seconded the motion and the vote had the following result (6, 0, 1); Motion carried with A. Briggs abstaining.

•2.     David Graziano; 3150 ST HWY 205; Simple Split of 176.00-1-10.01

A. Thomas moved approval of the proposed simple split finding that it met the criteria as outlined in the law. V. Rozella seconded the motion and the vote had the following result (7, 0, 0); Motion carried.

Projects: 

•1.     "Nate Ingalls Coffee/Sandwich Shop"  Location: Corner of ST HWY 28 and Seminary Road Tax Map No.: 162.00-1-20.00 Project: New 30'x30' sandwich/coffee shop.  Have received comments and action from County Planning Board.

T. Austin provided a status update on NYS Department of Transportation and County Planning Board referral process.  The Board discussed that SEQR had not yet been completed and that no action could be taken until NYSDOT comments were received.  The Board reviewed the comments received from the County Planning Board as received in February.  The Board discussed the proposed access to Seminary Road and whether or not it should be a limited access drive.  The Board discussed the possibility of a Public Hearing.  T. Austin suggested the Board receive as much information as possible prior to advertising a Public Hearing and provide the applicant enough time to provide the additional pieces regarding DOT and County Planning Board comments on a revised site plan.  A. Briggs moved to schedule a Public Hearing for 7:30 PM at the April 5, 2011 meeting.  M. Kennedy seconded the motion and the vote had the following result (7, 0, 0); motion carried.  The Board-- by consensus-- decided to table the project until the April 5 meeting with the understanding that the applicant would be working on incorporating the additional information as discussed at the meeting into the site plan prior to the April meeting of the Planning Board.

Public Comment:  None.

Planning Board Business: 

•·         Town Board to sign contract with Otsego County Conservation Association for Circuit Rider Program to assist with update of existing Local Laws (Site Plan, Solicitor, Signs, etc.).

T. Austin outlined the Circuit Rider program and the direction the Town Board had provided with regard to the establishment of a Zoning Commission.  A. Briggs volunteered to be on the Zoning Commission.  The Board discussed the make-up of the Zoning Commission.  S. Bush stated that there are people that she would like to talk to about the Zoning Commission prior to mentioning their names publically.  Greg would like to be considered.  Alex also expressed an interest but cannot commit at this time.

A. Thomas questioned a rumored letter from NYS DOT in response to the Town's numerous letters.  T. Austin stated that he would forward the letter from DOT to the Planning Board members.

V. Rozella made a motion to adjourn the meeting.  The motion was seconded by S. Bush.  The motion carried by unanimous vote and the meeting adjourned at 8:40 PM.
