Town of Hartwick Planning Board

Call to order 7 p.m.
Pledge of Allegiance

Attendance:
Board Members: G. Horth; A. Thomas; Glenn Schilling; M. Kennedy; V. Rozella (absent)

Public: T. Austin present as staff to the Planning Board, Juli and Dwayne Sharratt, Jon Basile and Terry Bunn on behalf of Hartwick Fire Co#2

Minutes of Last Meeting:  
Planning Board reviewed minutes of April 07, 2015.  On a motion by A. Thomas, seconded by G. Schilling; (3, 0, 0) all minutes were approved as submitted.  

Public Comment:  No public present comment.
Regular Meeting:

1.    Stars and Strikes Theatrical Production (Stars and Strikes, Inc./ McManus Engineering)—performance tents and parking at 4500 ST HWY 28, Tax Map# 162.00-1-39.00
T. Austin commented that the County had not completed its 239 referral, but NYSDOT had waived Lead Agency status under SEQR and submitted their comments on the project.  J. Basile and Terry Bunn advised the Board on their concerns related to traffic control, setbacks to tents from NYS28, and possible EMS needs.  G. Schilling motioned to continue the project until the 239 review was received by the Town and the project engineer could comment on those concerns raised by Hartwick Fire Co #2.  G. Horth seconded the motion which had the following result (4, 0, 0); motion carried.
2.    Beaver Valley Campground Sign (Beaver Valley, LLC)—off-site sign at  SW corner of NYS28 and Seminary Road
The Planning Board reviewed the submitted application materials.  T. Austin pointed out the general lack of dimensionality of the sign but that the application appeared to depict an 80 square foot sign.  J. Sharratt clarified the sign to be approximately 64 square feet.  The Board discussed limitations on off-site signs from the Sign Ordinance.  The Board discussed how to process the application and whether a variance would be required.  G. Horth stated that the Sign Ordinance references “principle sign” but does not define principle sign.  G. Horth motioned to approve the 32 square foot, “Beaver Valley Campground” sign as the principle sign for Beaver Valley Campground not to exceed 10 feet in height.  G. Schilling seconded the motion which had the following result (4, 0, 0).

Public Comment:  
Citizen requested determination on proposed Simple Split at Tax Map #: 176.00-1-22.00.  The Planning Board unanimously determined the proposed project to be a Simple Split.  T. Austin outlined to the applicant the appropriate process to proceed.

Adjournment:
G. Horth made a motion to adjourn the meeting.  The motion was seconded by A. Thomas, and the vote had the following result (4,0,0);  the meeting adjourned at 8:15 PM.
