In attendance: Tom Fay, Greg Horth, Meg Kennedy, Alex Thomas

The meeting began with a call to order at 7:01 PM.

Approval of the previous meeting’s minutes were postponeduntil the next board meeting.

There was no correspondence or public comment.

 

Sign:

Glen Miller sign application. Tentative approval pendingpayment of fee. Meg Kennedy motion, Tom Fay second. All ayes.

 

Real Property Changes:

Ruiz to Mattei/Simple Split. Meg Kennedy moved the change isa simple split, Tom Fay second. All ayes.

Robert Hickey “Sketch Plan Review.” Meg Kennedy moved thechange is a simple split, Greg Horth second. All ayes.

 

Development Projects:

Kurt Wilson Site Development, Greenough Road.

Old Business:

Ingalls minor subdivision on Seminary Road referred toCounty Planning Department at last meeting but was not submitted; board willresubmit. Planning Board authorized Greg Horth to sign on return: motion MegKennedy, Tom Fay second, all ayes.

JOB DESCRIPTION

- Planning Board Clerk-

 

Department: Planning

Position: Part Time

Salary: Hourly

 

NATURE OF WORK:

 

At the direction of the Planning Board andunder the general supervision of the Planning Board Chair(s), the PlanningBoard Clerk performs a variety of planning duties such as, but not necessarilylimited to: assuring compliance with various Town ordinances and regulationsrelated to land development; preparing and presenting staff reports; inform thepublic, land developers and others of various Town law and ordinancerequirements; assisting in the development and/or revision of the ComprehensivePlan; performing scheduling and coordination tasks associated with proposeddevelopment applications and projects; and ensuring the land use laws of NewYork State are properly administered.

 

ThePlanning Board Intake Clerk often represents the first practical contact aprospective applicant makes with the planning board. 

 

SUPERVISION:

 

Employeeworks under the general direction of the Planning Board. Daily reporting,coordination and supervision shall be to the Planning Board Chair(s). Theemployee must be able to prioritize and schedule his/her own work activities tomeet deadlines as established by the Planning Board and/or Planning BoardChair(s).

 

ESSENTIALDUTIES AND RESPONSIBILITIES:

 

Note: The omission of specific statements of duties do notexclude them from being undertaken by the employee if the work so assigned issimilar, related to or is a logical assignment of responsibilities.

 

  • Hold office hours at Town Hall a minimum of four hours per week
  • Coordinate and confirm payment of fees with the Town Clerk
  • Attend all meetings of the Planning Board and take minutes
  • Coordinate information for the Planning Board and/or other municipal departments on matters relating to land use, development and planning.
  • Act as the Town’s liaison with county, state and regional organizations on matters relating to land use, development, and planning.
  • Conducts basic office functions as needed, such as data entry, file management, and customer service.
  • Provide applicants with appropriate application for project.
  • Receive applications and review for completeness; inform applicants if additional information is needed. Review applications for completeness prior to Planning Board meeting
  • Schedule applicants for appearances before the Planning Board.
  • Coordinate preparation and distribution of PB packets before Planning Board meetings; ensure packets are distributed in a timely fashion.
  • Advertise and put up notice of public meetings and hearings as requested by Planning Board.
  • Prepare official file for projects that have been approved.
  • Respond to members of the public/applicants seeking general information about planning process.
  • Research and respond to requests for information.
  • Review and provide input regarding project review under the State Environmental Quality Review (SEQR) law.
  • Provide information orally and in writing to land developers and the public concerning land use policies and regulations, subdivision, site plan review and other relevant regulations.
  • Compose, edit and prepare a variety of written materials including reports, discussion papers, graphics and other materials.
  • As may be directed, coordinate and assure the production of major planning documents and maps.
  • Perform related duties as assigned.

 

REQUIRED KNOWLEDGE ANDSKILLS:

 

The employee must possess, demonstrate or develop aworking knowledge of the principles and practices of municipal planning, landuse, and/or zoning in New YorkState. Familiarity with town, state and federal laws and regulationspertaining to land use, environmental impact and other related subjects is required.  The employee must have an understanding ofand the ability to interpret maps, site and building plans and specifications,graphs, and statistical data. The employee must have the capacity to research,analyze and summarize planning data both manually and with the aid of computerprograms. 

 

Thefollowing skills are necessary for the employee to perform his/her essential dutiesand responsibilities:

 

Record-keeping, filingand organizational techniques

Strong oraland written communication skills

Strong publicrelations and interpersonal skills

Ability to develop a workingknowledge of technical aspects of the field

 

 

EDUCATION AND EXPERIENCE:

MinimumEducation, Training and Experience:

HighSchool education or equivalency preferred.

Abilityto perform basic reading and writing and math skills required.

 

Preferred Qualifications:

Knowledgeof local government.

Priorexperience in land use planning / zoning / or environmental enforcement.

Experiencein office environment or in clerical / administrative position.

 

LICENSES AND OTHER CERTIFICATIONS:

A valid New York State driver's license isrequired. 

 

WORKING CONDITIONS:

The majority of employee’stime will be working in the office environment. When required to work outside the office environment for field checks,site visits and/or meetings with the public and/or developers, while usingemployee’s personal vehicle, mileage will be reimbursed at the pre-establishedrate.
