HARTWICK WATER COMMISSIONERS MEETING

March 24, 2008

 

The meeting was called to order at 7:00.  Those present were Supervisor Pat Ryan, Councilmen Eileen Barown, David Butler, Delos Field, and Ken Hotaling.  Also present was Engineer K. Wayne Bunn, and a few members of the community.  The Pledge to the Flag was led by Eileen Barown.  The minutes of the January 2008 meeting were amended to read two ½ horsepower motors to run the de-icers.

 

MOTION:  Dave Butler moved to approve the minutes as amended.  Eileen Barown seconded, and the motion passed with all votes "Aye."

 

Board comments:

Ken Hotaling has determined that a Cross Control Connector is in use at Larry's Custom Meats.  It has a one-inch pipe, and the owner complies with DOH annually.  A related yearly report should be filed by Grant Ward.

Some citizens have asked about fluoride being added to the Hartwick Water Supply.

                                     

New Business

Wayne Bunn is in favor of fluoride.  It is actually naturally occurring in small amounts, and though it is controversial, it has benefits.  Since there is a cost, people should be surveyed.  It is supplied by a feed system which has safeguards to prevent over-supply.  It will be discussed at a later date.

Prominent Beta chemical metering pump for the creamery well house pump should be installed soon.  The Board previously authorized up to $2000 for this part of the project.

Wayne discussed bills and documents which will be submitted to Rural Development.   He needs documentation of costs from 2003 in order to draw funds from Rural Development. 

Change Order #4 for $97,000 is being paid from the contingency line item.

Pat Snover from Rural Development, Pat Ryan and Wayne recently inspected the reservoir and other project work.

Bond Council Karen Martel will arrange paper work.

Wayne presented a Preliminary Estimate of cost for the remainder of the project.  Hopefully the cost of the Bedrock Well testing, and Creamery Well house Rehabilitation can be done as a change order to avoid the cost of new specs, bids, etc.

Water quality will be determined more accurately when the 72-hour test is done.

Usage is now at 39,000 to 40,000 gallons per day.  There is about four days' supply of water in the reservoir.

Priority:   Complete the 72-hour quantity and quality test at the Bed Rock Well.

 Emergency Generator costs were discussed.  This may also be done as a change order with Cranbrook Construction rather that put it out to new bids.  It may be possible to obtain a generator at State Contract, and the Highway Department may be able to do trenching work.  A trailer-mounted generator could be used at different Town sites.  Wayne will check on-line for the state contract price for generators.

Pat Ryan will contact Judith Brown about accounting work for the Water Project.

 

Old Business

The de-icer controls at the Telemeter have been changed.

David Decker has received a refund for double billing.

Meter Reader

Grant Ward will be asked if he is willing to read the meters once a year.  An initial reading will be taken in June, then a second reading in September.  Water customers will be notified of their usage, and how this will project their bill for the following year.  One idea is to add one fourth of the usage charge to the quarterly bills for the following year. 

 

Public Comment

Orrin Higgins 1.  needs the walkway at the red house on CO HWY 11 replaced since it was buried during the water project work.

•2.     pipes for sump pumps were placed under the sidewalk on CO HWY 11, but the County needs to dig out the ditch so the pipes can drain.  Steve Fournier will be asked to look into this.

•3.     How is the Fire House well used?  (It will be capped off, a shut-off installed, and it will be used to wash trucks.)

•4.     If a trailer park was built in the water district, how would water be billed?  (The owner would be billed, and then would charge the tenants.)  A 200-foot radius around an aquifer is necessary to protect the water supply.

MOTION:  Eileen Barown moved to adjourn at 8:45.  Ken Hotaling seconded, and the motion passed with all votes "Aye."

The next meeting will be May 19 since May 26 is Memorial Day.
