HARTWICK WATER COMMISSIONERS' MEETING

September 22, 2008

Supervisor Pat Ryan called the meeting to order at 7:00.  Those present were Dave Butler, Delos Field, Ken Hotaling, Eileen Barown, and Wayne Bunn.  The Pledge to the Flag was conducted.

MOTION:  Delos Field moved to approve the minutes of the July 28, 2008 meeting.  Dave Butler seconded, and the motion passed with all votes "Aye."

Swimming Pools

At the next Fire Commissioners' meeting, Firemen will be instructed not to fill pools from hydrants, since that water is purified, and water district customers pay for it.

Supervisor's Comments

The contract with Lamont Engineering was given to board members to read.

New Business

•·       Reservoir Roof--Wayne reported that Dan Crandell has ordered additional clips to secure the roof panels.

•·       Water Test Reports

  1. Life Sciences Laboratories has sent their report for gross alpha/beta and radium.  DOH returned the radionuclide report and stated that testing must be continued for the next two quarters.  The bill for LSL will be paid in October.
  2. The Adirondack Environmental Services report for the three wells was presented, and examined.

•·       Estimates for installation of 800 feet of water line were received from three contractors:

•o      M.J. Chase                         $3900

•o      Arnie's Mini Excavator          $2500

•o      Striesse Construction           $4645

The estimates and scope of work were discussed.

MOTION:  Delos Field moved to accept M.J. Chase's estimate of $3900.00 to install the 800 feet of water line, from the well to the well house, and the well house to the water main stub on CO HWY 11.  It also includes setting an eight inch diameter, 18 foot long pipe.  Dave Butler seconded, and the motion passed with the following vote:  Field-Aye, Butler-Aye, Barown-Aye.  Ken Hotaling recused himself due to a family relationship with Michael Chase.  Michael Chase's insurance certificate will be needed before he starts work.

•·       Wayne Bunn outlined the plans for replacement of piping for the Creamery Well connection to the Bedrock Well.  He sent the plans to DOH for approval on August 12, 2008.

New Business

•·       Cranbrook Construction will repair the sidewalk in front of Polulech's apartment house.

•·       Results of the Bedrock Well tests showed 23 gallons per minute and good quality water.  There is no iron or sulfur, but there is a question of some organic substances.  AlphaGeoscience has sent an amended report to DOH. Toluline is well below the acceptable limit, but DOH says some future testing may be required.

•·       Work on connecting the Bedrock Well and Creamery Well will be started in early October by Cranbrook Construction.

•·       Reservoir-Wayne Bush Jr. is in the process of building a landing, railing and steps for the tank according to County Codes' specs.

•·       Water Meters-some had not been calibrated correctly.  A Velano Brothers representative addressed the problems, reprogrammed some, and installed those that were missing.

•·       Telemeter Dialer-there is no telephone line in the Well Building.

MOTION:  Dave Butler moved to authorize a new phone line to be installed to the telemeter dialer to activate the intrusion alarm system for the Creamery Well House.  Ken Hotaling seconded, and the motion passed with all votes "Aye."

Generator specs are needed to give to Joe Middleton of Bassett Health Care.  He may be able to get the Town a generator for an economical price.  Dave Butler will give the information to Joe Middleton.

MOTION:  Dave Butler moved to adjourn at 8:07.  Eileen Barown seconded, and the motion passed with all votes "Aye."

Respectfully Submitted,

Regina M. Palmer
