HARTWICK WATER COMMISSIONERS MEETING

November 24, 2008

The meeting was called to order at 7:05.  Those present were Supervisor Pat Ryan, Councilmen Eileen Barown and Fred Field.  Also present were K. Wayne Bunn, and Robert and Eileen Murdock.  Absent:  David Butler and Ken Hotaling.

 

MOTION:  Delos Field moved to accept the minutes of the September meeting as written.  Pat Ryan seconded, and the motion passed with all votes "Aye."

 

Gerald Gage arrived to sign an easement for installation of water pipe from the Creamery Well to the Bedrock Well.

                                                           

Pat Ryan has obtained a job description for Water Superintendent from DOH.  Grant Ward has provided a list of his duties, and the two will be compared. 

Grant would like to have someone else trained in water supervision as a backup, and to take over when he retires.

 

Sidewalk at the Polulech apartment house needs further repair.

 

The $50,000 performance Bond for work on sidewalks along ST HWY 205 has been renewed, but can be cancelled when DOT releases the Town from this mandate.

 

New Business

A new water line has been installed from Dr. Robbins to the Piers.  A one-inch plastic pipe then leads to the Murdock residence.  There is a large leak in this pipe, and Bob and Eileen Murdock stated that they have extremely low pressure.  The Murdocks are technically outside the Water District, although they have been paying debt service and water rent.  Choices of remedies are to drill a well for the Murdocks at Town expense, or to extend the water main to the Murdock residence.  Legal issues must be addressed, and Lynn E. Green will be consulted.

For the short term, listening equipment will be used to locate the leak and do temporary repairs to the plastic pipe.  A pressure reducing valve may allow the repair to last until spring.

 

It was suggested that Pete Anderson be consulted if the Town's listening device does not work on plastic pipe.

 

Water test results for Toluene showed less than 1.  The standard is 5, so there should be no problem.  The likely source for the toluene may be oil on drilling machinery.

 

Unfinished Business

Cranbrook Construction plans to finish the installation from the Creamery Well to the Bedrock Well before Christmas.  Layne Christensen has ordered the pump, and Wayne Bunn, Dan Crandell, Ed Rood, and Michael Chase have met to coordinate.

 

There have been about $4050 worth of price increases in materials since the figure of $91,500 was given.  Some methods of payment were discussed, such as using contingent funds or paying from water funds in early 2009.

 

Wayne discussed the 72 hour test, and Form E.  He needs signed copies of the last two vouchers paid from Capital funds.

 

The Reservoir roof will be repaired by Cranbrook Construction.

 

Wayne Bush Jr. is in the process of fabricating steel steps and a landing for the reservoir.

 

The Telemeter dialer is a work in progress.

 

Bills for the Highway Department's work on the water system were examined.

 

MOTION:  Eileen Barown moved to adjourn at 8:20.  Delos Field seconded, and the motion passed with all votes "Aye."
